The project “Cross-border Institution Building (CBIB+)” is a regional project funded by the European Union and implemented by a consortium led by Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH, in partnership with ARUP and MWH.
CBIB+ focuses on regional coordination and harmonisation in the context of pre-accession, as well as exchange and transfer of good practice. The purpose of the project is to provide technical and expert support to the national authorities in charge of implementing cross-border cooperation programmes at intra-Western Balkan borders, with a view to enhance regional coordination and harmonisation of approaches and mechanisms in line with EU frameworks and guidelines.

The consortium is currently recruiting a National Contact Point for Croatia, with the experience and qualifications listed below:
Qualifications and skills
• University degree or at least 6 years of professional experience in the design, implementation, supervision or evaluation of international donors’ funded programmes in any of the countries of the Western Balkans region;
• Fluency in both written and spoken English and Croatian languages;
General professional experience
• At least 2 years of professional experience in the design, implementation, supervision or evaluation of international donors’ funded programmes in any of the countries of the Western Balkans region, but preferably in Croatia and in relation to EU funded programmes;
Specific professional experience
• At least 1 year of professional experience in design, management, supervision or evaluation of cross-border cooperation projects or programmes, preferably in Croatia;
• Knowledge and experience in assessing, implementing or supervising grant schemes will be an asset.
The tasks of the expert will be:
Primary responsibility:
• act as an interface between the project and all in-country stakeholders (e.g. national authorities, JTSs, CBC grant beneficiaries, EUDs and any other contracting authorities). The expert will thus be required to ensure liaison in both directions (i.e. keeping stakeholders informed of project activities/possibilities and keeping the operational base informed of local developments);
Other responsibilities:
• provide technical support to the small-scale pilot scheme in the respective intra borders (awareness for potential applicants, development of project ideas, organisation of events for clarifications, monitor the implementation of activities, check and verify payments, etc.);
• coordinate with other non-key experts when on mission in Croatia, specially the experts dealing with the programming exercise for the next financial perspective (2014-2020).
The position is for 50 working days (an extension on the total number of days is likely amounting up to a total sum of 80 working days), starting June 2013 until October 2014 (17 months).
Note that civil servants and other staff of the public administration cannot be recruited as experts unless prior approval of the European Commission is granted.
