The Council of Europe Development Bank (CEB) is a multilateral development bank with a social vocation. Established in 1956 in order to bring solutions to the problems of refugees, its scope of action has progressively widened to other sectors of action directly contributing to strengthening social cohesion in Europe. The CEB represents the major instrument of the policy of solidarity in Europe, in order to help its 41 Member States achieve sustainable and equitable growth.
Armed conflicts in the Western Balkans region during the 1990s displaced hundreds of thousands of people. Still today, large numbers of people remain displaced in Bosnia and Herzegovina, Croatia, Montenegro and Serbia (the “Partner Countries”). To bring an end to this situation, the Partner Countries set up a regional initiative with the help of the European Commission, the UNHCR, the OSCE and the U.S. Government, aiming at providing durable housing solutions to an estimated 74 000 most vulnerable refugees and internally displaced persons. This “Regional Housing Programme” (the “RHP”) is mainly funded by grants from the international community, with the European Union being the biggest donor. The donor funds are held in a Multi-donor Fund (the RHP Fund) managed by the CEB. While the Partner Countries are in charge of RHP implementation, CEB’s role also includes managing RHP implementation and the related technical assistance. The RHP Secretariat, as a part of the CEB’s 8-member RHP Team, is in charge of providing support to the RHP governance and management structures at all stages of the project cycle as well as of co-ordination and communication activities.
FUNCTIONS
The Bank is now recruiting a Secretariat Manager to form part of the RHP Team. The Secretariat Manager will work within the Directorate General for Loans & Social Development. Under the direct supervision of the Head of RHP Secretariat/RHP Coordinator, and in close coordination with the RHP Team, he/she will have the following responsibilities:
Manage the RHP Secretariat
- Organise various meetings in Paris and in the RHP Partner Countries and ensure their timely follow-up, including drafting of minutes
- Elaborate, prepare and make presentations in various meetings and fora
- Facilitate coordination and efficient cooperation between the CEB, the Partner Countries, the donors and other international stakeholders, notably as regards RHP implementation and communication/visibility related activities.
Manage RHP communication and visibility
- Organise, implement and manage RHP visibility and communication activities and events, in close co-operation with the technical assistance team and the Partner Countries and supported by the RHP Assistant. This includes elaborating and preparing various communication materials (press releases, publications, audio-visual material, fact sheets,..) and managing the RHP website. Manage the respective budget.
- Manage RHP media relations
- Ensure the compliance of RHP visibility and communication activities with the RHP Visibility and Communication policy, and with the relevant CEB policies and best practices.
Prepare reports to RHP stakeholders
- Conceive, prepare and update various reports to the donors and other stakeholders (monthly briefings, annual progress reports, etc.), in close co-operation with other RHP Team members.
Accomplish the following administrative tasks
- Quality control (language editing) of various documents produced by the RHP Team
- In close co-operation with the RHP Secretariat staff, ensure diligent organisation of all documentation and information materials, thereby contributing to timely information provision for internal/external auditors or to other requests
- Ensure reimbursements related to Regional Coordination Forum meetings; manage the budget
- Contribute to the development/enhancement of procedures and operating methods
- Contribute to monitoring compliance of RHP activities with the policies, procedures and legal framework of the CEB and the RHP.
Any other tasks judged necessary to provide efficient services and support to the RHP
- Replace the RHP Coordinator/Head of Secretariat in his/her absence
- Maintain professional contacts with stakeholders, in line with the roles and responsibilities within the RHP Team.

Education: At least a Bachelor degree in a relevant field, e.g. business administration, communication, political sciences
Professional expertise: minimum 5 years of relevant experience related to donor coordination and/or communication activities within an international institution, preferably in connection with EU financed activities. Familiarity with project cycle management would be an asset
Analytical skills: ability to analyse and structure ideas, synthesize complex information, translate analytical findings into practical recommendations
IT skills: excellent knowledge of the MS Office Suite
Communication and linguistic skills:
Outstanding writing and editing skills
Excellent command in English, both oral and written, and good knowledge of French, the second official language of the Bank
Linguistic aptitude in other languages spoken in the Western Balkans would be an asset

EMPLOYMENT CONDITIONS
Contract: The CEB offers a 2-year appointment (including one year corresponding to the probationary period) with the possibility of renewal.
