Commissioning Manager
Ref. Code: CM2012
Mission:
Ensure the execution of head office activities concerning pre-commissioning, commissioning, start-up, test run and handing over of the plant to the Client according to contractual requirements and project objectives in terms of safety, quality, budget and schedule.
Manage site's activities such as commissioning and start-up, ensure compliance of the activities for which he is responsable with the established and HSE requirements, while respecting the relative time and cost targets.
Tasks:
1) Reviews contractual documentation.
2) Verifies that the pre-commissioning, commissioning and start-up requirements are accounted for in the engineering documents.
3) Takes part in project planning and scheduling. Prepares and keeps up-to-date the pre-commissioning, commissioning, start-up and test run execution plans (including the mobilisation of personnel).
4) Supervises the preparation of pre-commissioning, commissioning, start-up and handing over procedures.
5) Reviews the test run (performance test) procedures and the operating manuals prepared by the Project Process Leaders.
6) Reviews and / or defines the Licensors / Vendors schedule and assigment, concerning pre-commissioning, commissioning, start-up and test run activities.
7) Assists Services Purchasing & Subcontracting Department for the definition of subcontractor scope of work.
8) Identifies the project requirements & constraints and participates in ROKM sessions related to pre-commissioning, commissioning, start-up activities.
9) Supervises the preparation of the integrated pre-commissioning, commissioning, start-up and test run Schedule, for these activities, defines the specific temporary logistic required to comply with the project scope of work, elaborates tools and methods of control.
10) Takes part in project review meetings to make sure that the commissioning requirements have been complied with.
11) Supports the HSE Manager for aspects falling within his area of responsibility and in the preparation of the general HSE Plan.
12) Verifies the preparation of the HSE Plan for pre-commissioning, commissioning, start-up and test run.
13) Ensures the application of the HSE Manual for activities falling within his sphere of responsibility.
14) Ensures the preparation and checking of the Purchase Requisitions (RdA) and Technical Evaluation falling within his sphere of responsibility.
15) Ensures the Issue of work progress reports for the part he is responsable for. Reports on a weekly basis to the home office.
16) Ensures, on site, the management of commissioning and start-up activities, coordinating the activities carried out by Company, Contractors, Suppliers, and third parties, with the assistance of the Construction Manager, if deemed necessary.
17) Ensures the transfer of Lessons Learned to the home office.
18) Assists the Construction Manager in the phases of completion of construction and pre-commissioning.
19) Organises and preformes contractual test runs.
20) Assists the Site Manager in the plant handover activities.
21) Participates in HAZOP review meeting where deemed necessary.
22) Reviews the 3D Model for compliance with pre-commissioning, commissioning, start-up requirements and for accessibility & operability.
23) Defines commissioning Systems and handover priorities.
24) Defines and reviews the commissioning of spare parts & consumables.
25) Organises, jointly with the HSE Manager, pre-start-up Safety reviews.
26) Ensures respect for the budget, both during office activity and on site.
27) Ensures verification of KPI's during the entire Project.
